Sheet vinyl will serve as an excellent moisture barrier for any floor-covering product that you lay over it. If the sheet vinyl seams have not separated and there are no loose ends, almost any floor-covering product can be placed on top of vinyl with the proper preparation. The proper preparation is determined by what product you lay over the vinyl; but a good cleaning is always recommended.
