Sulfur is good to apply to trees and plants anytime.  It helps open up and temper the soil.  Use on lawns, fruit trees and roses.  It is great for your vegetable garden.  Sulfur creates sulfuric acid that helps open up the soil so that water can percolate and it counteracts alkaline in the soil. It is not needed for xeriscape or low water conditions.
